Why can't I Upload more than 7MB files to Windows Shared Hosting Servers

I have a shared hosting plan where my app is developed to upload files up to 80MB size to the server but I am just able to upload a 7MB size file not anything beyond this. Do you know what can be the reason? To whom should i contact to increase the size?
