How can I Install CommentLuv in my Blog

I have a blog where i want to give little love to my commenter by providing the top 10 a dofollow links. I want to install commentluv in my blog but i don't know how to do this. I have also doubt if anyone one is going take the advantage of this and get some bad neighbourhood link.
