Define - Error Type: (0x80004005) Unspecified error

I am trying to match a cookie with a string using instr() function. I am getting this error, do you have any help on this error? I know this code was working but seems to be failing now. I also tried to match cookie with the string using if with a "=" operator but that also not working.
